Dussehra is in 710 days. In Delhi, the Daśamī holds Wednesday’s afternoon and not Thursday’s, so Dussehra is on Wednesday.

How the day is chosen

The afternoon is the main time and pradoṣa the secondary. When the Daśamī is in the afternoon of one day only, Dussehra is that day. When it is in both afternoons, Dussehra is the earlier day, unless Śravaṇa holds the later day’s afternoon. Nirṇaya-sindhu pp. 283–284

Wednesday or Thursday in Delhi

Delhi time

In Delhi, the Daśamī runs from Wed 08:09 to Thu 09:55: the Daśamī holds Wednesday’s afternoon and not Thursday’s, so Dussehra is on Wednesday. Nirṇaya-sindhu pp. 283–284

Popularly, Kerala’s Vidyarambham, a child’s first letters, is held on this day.

In Bengal, the worship of these days follows the Tithi-tattva: Durga Puja 2028

Questions

From the Nirṇaya-sindhu pp. 283–284, with the page for each.

When is Dussehra 2028?

In Delhi, on Wednesday, 27 September 2028, with the Aparājitā pūjā in the afternoon, 13:23 to 15:46. In Sydney, it is Thursday, 28 September. Nirṇaya-sindhu p. 284

Is Vijayadashami the same day?

Yes. Dussehra is the popular name of Vijayādaśamī, the Āśvina śukla Daśamī, when Aparājitā is worshipped in the afternoon. Nirṇaya-sindhu p. 283

Why is the date different in the US or UK?

Dussehra is decided by the Daśamī in the afternoon at the city. The tithi begins and ends at the same moment everywhere, but sunrise and sunset come at different hours, so a city far to the west or east can keep another day. Nirṇaya-sindhu p. 284
