The sourced rule

Mars in the 1st, 4th, 7th, 8th or 12th house from the lagna, in either partner’s chart, is held harmful to the marriage. Khankhoje 1943, pp. 223–226

Other counts

Common practice adds the 2nd house, or counts from the Moon or Venus. The texts read do not; these counts are shown beside the verdict and never change it.

Questions

The rule, its source, and what is only common practice.

What is manglik dosha?

Mars placed in certain houses of a birth chart, held to be harmful to a marriage. The rule used here: Mars in the 1st, 4th, 7th, 8th or 12th house from the lagna, in either partner’s chart. It is a 1943 author’s exposition; no classical text read states the rule for birth charts. Khankhoje, Sulabh Jyotiṣ Jñān (1943), pp. 223–226

Which houses count?

The 1st, 4th, 7th, 8th and 12th, counted from the lagna. The 2nd is not in the list. Khankhoje, Sulabh Jyotiṣ Jñān (1943), pp. 223–226

What about the 2nd house, or counting from the Moon or Venus?

They are common practice, not in the texts read. The answer shows them separately, and they never change the verdict.

Can it be cancelled?

Khankhoje gives one rule for a couple: if the groom’s Mars is in the 1st, 4th or 12th, the bride’s Mars should be in the same houses, or failing that her Saturn. He adds that Mars’s strength by sign and degree should be weighed first. No other cancellation has a source in hand, so none is applied. Khankhoje 1943, p. 226

Why is there no verdict without a birth time?

The houses are counted from the lagna, which needs the time of birth. Without one, only Mars’s place from the Moon is shown: common practice, not in the texts read.
