Karthigai Deepam, the Tamil lamp festival (popular practice), falls on Saturday, 11 December.
How the day is chosen
At dusk on the Kārtika Pūrṇimā the Tripurotsava is held and lamps are given in temples. The Pūrṇimā current at dusk decides the day. If it is current at dusk on both days, or on neither, the later day is taken, as the Kārtika Pūrṇimā is taken on the later day. We take dusk as pradoṣa, the three muhūrtas after sunset: our reading. Nirṇaya-sindhu pp. 311–312

The lamps
At dusk on the Pūrṇimā the Tripurotsava is held and lamps are given in temples, with a verse that whatever sees the lamp, insect, moth, mosquito, tree or any creature of water or land, is not born again. Nirṇaya-sindhu p. 312 (Bhārgavārcana-dīpikā)
The Vratarāja, citing the Sanatkumāra-saṃhitā, tells why: after a three-day battle Rudra (Śiva) killed the demon Tripura with a single arrow, and on the Kārtika Pūrṇimā all the gods praised him and offered lamps to Hara. So lamps are given on this day to please Hara, and the dusk festival of lamps is called the great festival of Tripura. Vratarāja f. 317 (Sanatkumāra-saṃhitā)
The Dharmasindhu gives the same lamp-gift for this day. It adds that the Pūrṇimā is especially holy with Kṛttikā, and with Rohiṇī it is the mahā-kārtikī; the bull-release and the other great gifts belong to it. Dharmasindhu p. 84

Questions
From the Nirṇaya-sindhu pp. 311–312, with the page for each.
When is Dev Diwali 2027?
In Delhi, on Saturday, 13 November 2027, with the lamps at pradoṣa, 17:27 to 20:06. Every city on this page keeps the same day. Nirṇaya-sindhu pp. 311–312
What time are the lamps lit?
At dusk, while the Pūrṇimā runs: in Delhi in 2027, 17:27 to 20:06. The texts say dusk; we show pradoṣa, the three muhūrtas after sunset, cut short where the Pūrṇimā begins or ends inside it, as our reading. Nirṇaya-sindhu p. 312
Is Dev Diwali the same day as Kartik Purnima?
Not in 2027. In Delhi, Dev Diwali is on Saturday, 13 November, when the Pūrṇimā is current at dusk, and the Kārtika Pūrṇimā fast on Sunday, 14 November, the later day, joined to the next Pratipadā. Purnima November 2027
Why is it called Tripurotsava?
The Vratarāja, citing the Sanatkumāra-saṃhitā, tells why: after a three-day battle Rudra (Śiva) killed the demon Tripura with a single arrow, and on the Kārtika Pūrṇimā all the gods praised him and offered lamps to Hara. So lamps are given on this day to please Hara, and the dusk festival of lamps is called the great festival of Tripura. Dev Diwali and Dev Deepawali are popular names, found in none of the texts read. Vratarāja f. 317 (Sanatkumāra-saṃhitā)
Why is the date different in the US or UK?
Dev Diwali is decided by the Pūrṇimā at dusk at the city. The tithi begins and ends at the same moment everywhere, but sunrise and sunset come at different hours, so a city far to the west or east can keep another day. Nirṇaya-sindhu pp. 311–312
